Staff Summary

                     Regional Transportation Authority (RTA): Antioch, Avon, Fremont, Grant, Lake Villa and Wauconda Townships: Paratransit Contribution Agreements.

                     The Townships of Antioch, Avon, Fremont, Grant, Lake Villa, and Wauconda desire to provide additional local funding toward the “Ride Lake County” West Lake Service (previously Lake County Northwest Demonstration Project) to extend the use of the project’s awarded federal funding from January 1, 2016, to December 31, 2016.

                     The Townships of Antioch, Avon, Grant and Lake Villa have agreed to contribute $8,000 each for the “Ride Lake County” West Lake Service.

                     The Townships of Fremont and Wauconda have agreed to contribute $4,000 each for the “Ride Lake County” West Lake Service.

                     Four of the Townships presented the agreements to their boards that were approved in January 2016; the remaining two townships will present the agreements to their boards in February 2016 for approval.

                     This resolution authorizes the execution of separate agreements with Antioch, Avon, Fremont, Grant, Lake Villa and Wauconda Townships providing the terms and conditions for the receipt of township funds for the “Ride Lake County” West Lake Service.

R E S O L U T I O N

 

WHEREAS, this Lake County Board, by prior resolution at its meeting of November 14, 2006, adopted a resolution in support of the Lake County Coordinated Transportation Services Committee (LCCTSC) goal to develop a borderless paratransit system service in Lake County to meet the needs of the mobility challenged constituent population; and

 

WHEREAS, this Lake County Board, by prior resolution, authorized professional services to undertake the development of said Lake County paratransit transportation plans; and

 

WHEREAS, this Lake County Board, at its meeting of August 12, 2008, authorized the Chairman of the County Board, the County Clerk and the County Engineer to apply for a technical assistance grant from the Regional Transportation Authority (RTA) to provide for the implementation of a “Ride Lake County” West Lake Service (previously Lake County Northwest Demonstration Project) paratransit program in cooperation with Pace and the Townships of Antioch, Avon, Grant and Lake Villa; and

 

WHEREAS, this County Board, at its meeting of June 12, 2012, authorized an amendment to the RTA agreement to expand the “Ride Lake County” West Lake Service (previously Lake County Northwest Demonstration Project) area to include the Townships of Fremont and Wauconda; and

 

WHEREAS, the Townships of Antioch, Avon, Grant, Lake Villa, Fremont and Wauconda desire to provide additional local funding towards the “Ride Lake County” West Lake Service (previously Lake County Northwest Demonstration Project) to extend the use of the project’s awarded federal funding between January 1, 2016 to December 31, 2016; and

 

WHEREAS, Lake County and the Townships of Antioch, Avon, Grant and Lake Villa are desirous of entering into separate agreements stating the terms and conditions for the townships to contribute $8,000 each, due to the established ridership, to the “Ride Lake County” West Lake Service (previously Lake County Northwest Demonstration Project), a draft copy is attached hereto; and

 

WHEREAS, Lake County and the Townships of Fremont and Wauconda are desirous of entering into separate agreements stating the terms and conditions for the townships to contribute $4,000 each, as the ridership is being established, to the “Ride Lake County” West Lake Service (previously Lake County Northwest Demonstration Project), a draft copy is attached hereto; and

 

WHEREAS, four of the Townships presented the agreements to their boards, and they were approved in January, 2016.  The remaining two townships will present the agreements to their boards in February, 2016, for approval.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk and the County Engineer be authorized and they are directed to execute agreements with Antioch, Avon, Grant, and Lake Villa Townships for the receipt of $8,000 from each township and with Fremont and Wauconda Townships for the receipt of $4,000 from each township for the “Ride Lake County” West Lake Service (previously Lake County Northwest Demonstration Project). This authorization shall include any subsequent amendments. 

 

BE IT FURTHER RESOLVED that the said paratransit services during the weekday in Antioch, Avon, Fremont, Grant, Lake Villa and Wauconda Townships will continue to be designated as the “Ride Lake County” West Lake Service (previously Lake County Northwest Demonstration Project), and designated as Section 09-00280-01-ES.
