Staff Summary
• SMC has entered into an agreement with Illinois Environmental Protection Agency (IL EPA) for a grant from the USEPA Clean Water Section 319 Nonpoint Source Pollution Reduction Program for watershed planning and water quality project implementation in the upper Des Plaines River Watershed.
• The total project costs are $1,155,724, which utilizes local match direct payments, and funds not included in the current year budget; except for reimbursement for $25,641 in revenue for additional interns which has already been added to the 2016 operating budget.
• SMC will provide administration and professional services for: the Watershed-Based plan; the Des Plaines River Watershed Workgroup; small watershed pilot studies; and in the ground projects with the College of Lake County, Lake County Forest Preserve and Mundelein Park District with all the local partners providing cost-share match.

R E S O L U T I O N
WHEREAS, the Lake County Stormwater Management Commission (SMC) has received a grant for developing a Watershed-Based Plan for the Des Plaines River in coordination with the Des Plaines River Watershed Workgroup (DRWW), who will perform water quality monitoring, the College of Lake County, Mundelein Park District and the Lake County Forest Preserve for water quality improvement projects, and a small watershed assessment project; and
WHEREAS, the SMC has entered into FAA #3191506 with Illinois EPA for a total project cost of $1,155,724, which utilizes local match source direct payments and funds covered by this Emergency Appropriation, which will be reimbursed in the amount of $395,564.
WHEREAS, the DRWW and local project partners and will provide matching funds and in-kind services for the grant; and
WHEREAS, the Fiscal Year (FY) 2016 Budget did not include the full amount necessary for the services provided in FY 2016; and
WHEREAS, an emergency appropriation in an amount of $395,564 is necessary for FY 2016 to provide for payment of services provided.
NOW, THEREFORE, BE IT RESOLVED, by this Lake County Board, that an emergency appropriation in the amount of $395,564 is hereby authorized in the following accounts: 212-4202191-51200 ($25,641); 212-4202191-79950 ($369,923); 212-4202191-45350 ($369,923).
