Staff Summary
• The Lake County Board authorized a contract with Deigan & Associates, Lake Bluff, Illinois, for HUD Environmental Records Reviews (ERRs) for Lake County on October 13, 2015 in the amount $144,000.
• Lake County and the Lake County Housing Authority (LCHA) were to enter into a Memorandum of Understand (MOU) for the County to provide the required ERR for LCHA and reimburse the County for their portion of the contracted services.
• Lake County and LCHA were unable to come to agreement on indemnification terms in the MOU and, as a result, LCHA is pursuing other options for conducting ERRs.
• In accordance with Article 8, Section 101 (1) of the Lake County Purchasing Ordinance contracts modifications approved by resolution of the County Board that exceed 10 percent require approval by the Standing Committee in charge of the using agency and Financial and Administrative Committee is required.
• It is hereby requested that the Purchasing Agent be authorized to enter into contract modification number one and decrease the amount of Agreement Number 15230 by $74,000 or 51.4 percent from $144,000 to $70,000.

RE: Contract Modification - Agreement No. 15230
1. The Lake County Board authorized a contract with Deigan & Associates, Lake Bluff, Illinois, for HUD Environmental Records Reviews for Lake County on October 13, 2015 in the amount $144,000.
2. Lake County and the Lake County Housing Authority (LCHA) had intended to enter into a Memorandum of Understanding (MOU)for the County to coordinate the ERR required for LCHA, but were unable to come to agreement on indemnification terms and, as a result, LCHA is pursuing other options for conducting ERRs.
3. The MOU would have provided that LCHA would reimburse Lake County for their portion of the contracted services.
4. In accordance with Article 8, Section 101 (1) of the Lake County Purchasing Ordinance contracts modifications approved by resolution of the County Board that exceed 10 percent require approval by the Standing Committee in charge of the using agency and Financial and Administrative Committee is required.
5. It is hereby requested that the Purchasing Agent be authorized to enter into Contract Modification #1 and decrease the amount of Agreement #15230 by $74,000 or 51.4% from $144,000 to $70,000.
