Resolution approving a Memorandum of Understanding with the Cook County Sheriff’s Office to establish participation criteria in the Regional Gang Intelligence Database (RGID) System and the Naval Criminal Investigative Service for an information sharing initiative known as the Law Enforcement Information Exchange Midwest (LInX MIDWEST).
Staff Summary
• The Sheriff’s Office has been working with various Federal and local agencies establishing and implementing a gang task force.
• The Cook County Sheriff’s Office’s intelligence database RGID which will provide the Lake County Sheriff’s Office and the Lake County Gang Task Force access to criminal street gang member information that will assist in moving gang task force investigations forward.
• Naval Criminal Investigative Service is an information sharing initiative known as the Law Enforcement Information Exchange Midwest (LInX MIDWEST) that identifies and locates criminals, terrorists and their supporters; and works to prevent, detect and prosecute criminal and terrorist activities.
• This Memorandums of Understanding establishes the commitment of the Lake County Sheriff’s Office in maintaining data collection, data storage and dissemination of criminal intelligence information that complies with the U.S. Department of Justice Criminal Intelligence Systems Operating Policies.
• The Sheriff’s Office will have access to RGID and LInX MIDWEST through login controls; and therefore, will not need to purchase additional informational technology resources.
• All upkeep and maintenance associated with these programs are the responsibility of the Cook County Sheriff’s Office and the Naval Criminal Investigation Service.

RESOLUTION
WHEREAS, the Lake County Sheriff’s Office is entering into Memorandum of Understanding with the Cook County Sheriff’s Office; and
WHEREAS, said understanding formalizes the arrangement regarding our participation in the RGID System operated by the Cook County Sheriff’s Office; and
WHEREAS, said understanding formalizes the arrangement regarding our participation in the Law Enforcement Information Exchange Midwest (LInX MIDWEST) operated by the Naval Criminal Investigative Service.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Lake County Sheriff’s Office is entering into a Memorandum of Understandings with the Cook County Sheriff’s Office for the purpose of establishing access to the RGID System and the Naval Criminal Investigative Service for an information sharing initiative known as the Law Enforcement Information Exchange Midwest (LInX MIDWEST).
