Staff Summary
* In 2005, the Lake County Sheriff's Office purchased Jail Management Software (JMS) from TriTECH which included the Northpointe JICS module, however JICS was not implemented at that time.
* Currently, the Sheriff's Office uses a manual process to classify inmates as they arrive to the jail.
* Transitioning of the entire program to Northpointe's JICS will provide consistency of practice, continuity of records, allow the county to maintain a database of records, and provide a reporting functionality.
?* Pursuant to Article 6, Section 102, the Purchasing Agent convened an ad hoc review group that approved bid exemption on the basis of an existing long standing successful relationship for professional services, and the knowledge gained through this relationship adds value integral to the services provided.
* This resolution authorizes the execution of the agreement with Northpointe, Inc. of Traverse City, Michigan, for the purchase of Northpointe's COMPAS Classification licenses in the amount of $44,940.
* Estimated annual cost for software licensing ongoing maintenance and support is $6,040.

RESOLUTION

WHEREAS, there is a need to purchase software licensing to aid in classifying inmates in a more efficient and streamlined process; and

WHEREAS, the County has a long standing successful relationship with Northpointe, Inc. and TriTECH Software Company as the County's software provider for Jail Records Management System; and

WHEREAS, transitioning of the entire program to Northpointe, Inc. will provide consistency of practice, continuity of records, and an increased awareness for inmate data for the Jail; and
