Staff Summary
* HUD requires the submission of an Annual Action Plan and associated amendments to govern expenditure of federal housing and community development funding for each year of grant funding.
* The Lake County HOME Investment Partnership (HOME) Consortium is comprised of Lake County and the Cities of Waukegan and North Chicago; all three jurisdictions receive Community Development Block Grant (CDBG) funding.
* Unallocated grant funds are recommended by the Housing and Community Development Commission (HCDC) to fund the $350,000 cost of rehabilitation and accessibility modifications of the Bridge House Treatment Center with CDBG and the additional $209,000 cost of new construction of up to 20 units of affordable housing in North Chicago with HOME.
* The HCDC previously approved scope changes for the use of CDBG funds by Village of Highwood, Village of Mundelein and Village of Wauconda.

RESOLUTION

WHEREAS, the U.S. Department of Housing and Urban Development requires the submission of an Annual Action Plan and associated amendments to govern the expenditure of federal funding; and

WHEREAS, the Lake County Citizen Participation plan requires the execution and approval of an Action Plan Amendment for any new project; and

WHEREAS, the Bridge House Treatment Center is a vital community asset in need of rehabilitation and accessibility modifications and the North Chicago Strategic Revitalization Plan contains critical units of affordable housing, including four units designated for disabled veterans; and

WHEREAS, the Villages of Highwood, Mundelein and Wauconda have agreed to a change in scope for use of 2013/2014 Community Development Block Grant (CDBG) funds to allow compliance with HUD Environmental Review requirements; and
