Joint resolution approving an emergency appropriation in the amount of $78,900, with offsetting revenue from the Regional Office of Education (ROE) and an increase in headcount of one to the Hulse Detention Center Fund.

Staff Summary
* The population of the Juvenile Detention Facility increased significantly in 2014 when the State Statute was changed to mandate that 17 year old felons be processed by the Juvenile Court; the population of the facility currently averages 32 to 33 juveniles.
* The Juvenile Detention Facility had three classrooms, which held 9 students each, for a total capacity of 27 students.
* Staff offices were recently converted to a fourth classroom to meet the special educational needs of older residents.
* Many of these older residents have different behaviors, maturity levels and mental health needs than younger residents.
* These older residents are frequently not attending school in the community and are best served by working on General Education Development (GED) courses.
* The Juvenile Detention Facility currently has three teachers and a fourth is requested for the new classroom.
* The Regional Office of Education concurs there is a need for a fourth teacher, there is sufficient funding from the local school districts, and has agreed to offset all of the expense of the additional teacher's salary and benefits.

RESOLUTION

WHEREAS, older juveniles in the Hulse Detention Center can best be served by hiring an additional teacher to staff a recently added classroom; and

WHEREAS, the added classroom will primarily focus on assisting students with General Education Development (GED) courses; and

WHEREAS, the Regional Office of Education has sufficient funds from the local school districts to offset all of the costs of the additional teacher's salary and benefits; and

WHEREAS, approval is needed to increase the headcount of the Hulse Detention Center by one; and
