Title
Hearing and Vision Screenings Fee Increase Proposal - Pfister
Body
The Lake County Health Department Community Health Center (LCHD CHC) began providing childhood hearing and vision screening services in 1972. Vision and Hearing screening is in direct response to the Child Vision and Hearing Test Act (410ILCS 2051). The current Test Act mandates that children three and above, that are in kindergarten, first, second, and third grades, and special education are mandated to receive an annual hearing screening. Children three and above, that are in kindergarten, second, and eighth grades and special education, are mandated to receive an annual vision screening.
There are three revenue sources that fund Hearing and Vision programming and include: Screening Fees, an IDPH grant and the Health Department tax levy.
In October 2010, the Board of Health approved a $4.00 fee-for-service for a school vision screening and $4.00 for a school hearing screening to reduce the tax burden in the program.
We also receive an IDPH grant that reduces the tax burden in the program.
Recently, the IDPH grant funding has been reduced in the amount of $10,746.
Hearing and Vision 2015 / 2016 2010 / 2011 Difference
IDPH Grant $23,254 $34,000 $10,746
In order to offset this grant reduction, LCHD/CDC is proposing an increase from $4.00 per screening to $5.00 per screening.
