Purchase of Auto-Titration System for Environmental Laboratory - Pfister

The Environmental Laboratory, located at the Central Permit Facility in Libertyville and integrated with the Lake County Department of Public Works, has a need to replace its titration system. This instrument is used to analyze drinking and surface water samples for a range of chemical constituents including fluoride, chloride, alkalinity and ammonia. The existing instrument has been in use for approximately 25 years and is well beyond end-of-life. The replacement system is automated and will allow for greater efficiency and utility.
A legal notice was published in the Lake County News Sun soliciting sealed Request for Proposals (RFP) for an auto-titration system and RFP notifications were emailed to suppliers and posted on the LCHD/CHC purchasing website. Sealed RFP responses were received from two (2) suppliers and opened privately.
An evaluation committee comprised of LCHD/CHC staff reviewed and evaluated the proposals and determined ManSci, Inc. to be the preferred proposal submittal. The evaluation committee review determined that the proposed system from ManSci Inc. better met our operational/functional needs, was easier and less costly to maintain and was priced approximately $10,000 less than the competitor.
The LCHD/CHC requests the Board of Health’s approval to purchase the auto-titration system with funds budgeted in and for FY 2015, 210-4035050-84050.

To approve an award in the amount of $49,948.12 to ManSci, Inc. for an auto-titration system.
