Resolution approving the 2016 Lake County State and Federal Legislative Program.
Staff Summary
* Annually, the County develops a list of priority projects that are submitted to State and Federal legislators who represent Lake County.
* The County's 2016 Legislative Program seeks to: add Lake County to previously approved legislation permitting a judicial facilities fee not to exceed $30 to be used for the building of judicial facilities; implement a rule change to the administrative code to the Inmate Welfare Fund to allow the use of inmate welfare funds for basic medical care; make an amendment to the Sanitary District Act of 1917; amend the Military Vote by Mail law to make it consistent with all other vote by mail legislation; and continue support of the passage of the Juror Fee Trailer Bill (HB264).
* The County's 2016 Legislative Program also includes a federal component supporting efforts to preserve/increase funding of the HOME Program, as well as clarification of HIPAA so treatment providers may disclose concerns about patient safety to appropriate parties when they believe "in good faith" that there is a threat of "serious or imminent" danger to the patient or others.

RESOLUTION
WHEREAS, legislative proposals were solicited from elected officials and department heads; and
WHEREAS, your Revenue, Records and Legislation Committee has prepared a Lake County Legislative Program for the Federal Fiscal Year 2016 and State Fiscal Year 2016; and
WHEREAS, the Revenue, Records and Legislation Committee seeks your approval of the 2016 Lake County State and Federal Legislative Program.
NOW, THEREFORE, BE IT RESOLVED, by the County Board of Lake County, Illinois, that the 2016 Lake County State and Federal Legislative Program is hereby approved in substantial conformance with the attached program; and
