Staff Summary
* Ela Road, at U.S. Route 12, Intersection Improvement: Supplemental Appropriation.
* U.S. Route 12, at the intersection of Ela Road, will be improved with right turn lanes, traffic signal modifications, and the installation of pedestrian accommodations as part of the improvement being designed for the Village of Lake Zurich's Congestion Mitigation and Air Quality (CMAQ) project.
* The Village and the County have entered into an agreement providing for the change of Local Agency Designation for this CMAQ project implementation and the division of cost.
* The County and the State of Illinois/Illinois Department of Transportation (IDOT) have entered into an agreement for the utilization of federal funds, with the maximum CMAQ amount being $694,222.
* The County will oversee the construction of this improvement and provide the local share of construction costs for the intersection improvement.
* This County Board, at its meeting of April 14, 2015, approved an appropriation of $185,000 of Matching Tax funds for the local share of this improvement.
* Based on the lowest bid of $1,178,546, a supplemental appropriation is needed for the local share.
* This resolution appropriates a supplemental amount of $530,000 of Matching Tax funds for the local share of this improvement.

R E S O L U T I O N
WHEREAS, Ela Road, County Highway 60, is a designated route on the County highway system; and
WHEREAS, in 2000 the Village of Lake Zurich (Village) received approval to utilize federal Congestion Mitigation and Air Quality (CMAQ) funding for the addition of right turn lanes on U.S. Route 12, at the intersection of Ela Road; and
