Teglasi doing business as Capital Program Management Associates of Riverdale, New York, at a revised total expected cost of $180,120 to upgrade the current Lake County Division of Transportation’s (LCDOT) licensed Capital Program Management System (CPMS), appropriating a supplemental $25,000 of Matching Tax funds for these additional services, and designated as Section 12-00000-11-EG.

                     Capital Program Management System (CPMS) Agreement Amendment and Supplemental Appropriation.

                     At the April 10, 2012, County Board meeting, an agreement was approved with Victor S. Teglasi doing business as Capital Program Management Associates of Riverdale, New York, to convert LCDOT’s Capital Program Management System (CPMS) from a Microsoft Access database environment to a Microsoft SQL database environment, and $175,000 of Matching Tax funds were appropriated based on an expected cost of $158,840.

                     It has been determined that the automated conversion process envisioned in the original scope of work is not feasible and additional programming services will be necessary to complete the project, with the new estimated total cost of services of $180,120.

                     This resolution authorizes execution of an amendment to the agreement with Victor S. Teglasi doing business as Capital Program Management Associates, Riverdale, New York, reflecting the revised scope of work and appropriates a supplemental $25,000 of Matching Tax funds for this purpose.

R E S O L U T I O N

 

WHEREAS, since 1990, the LCDOT has been a licensed user of CPMS, a software system developed by Victor S. Teglasi doing business as Capital Program Management Associates, Riverdale, New York, and modified for use by the Licensee; and

 

WHEREAS, the CPMS is used extensively by LCDOT throughout the year, serving as a single combined source of data and as a reporting tool for (a) preparation of the County’s five-year transportation improvement program, (b) capital projects budget submittals to the County Administrator’s Office (CAO)/Financial and Administrative Services Department (FAS), (c) management of the County’s Annual Capital Program (budget, cash and projects), (d) annual reporting to the Illinois Department of Transportation (IDOT) on the use of Motor Fuel Tax funds, and (e) reconciliation of bond funding/LCDOT bonding program; and

 

WHEREAS, in April of 2012, the County Board authorized the execution of an agreement with Victor S. Teglasi doing business as Capital Program Management Associates, Riverdale, New York, to convert CPMS from a Microsoft Access database environment to a Microsoft SQL database environment with improvements to data security and system reliability at an expected cost of services of $158,840 and appropriated $175,000 of Matching Tax funds for these services; and

 

WHEREAS, it has been determined that the automated conversion process envisioned in the original scope of work is not feasible and additional programming services will be necessary to complete the project, with the new estimated total cost of services of $180,120; and 

 

WHEREAS, Lake County and Victor S. Teglasi doing business as Capital Program Management Associates are desirous of amending the agreement to reflect the revised scope of work and provide for the additional consultant services that will be needed to complete the project, setting forth the terms and obligations to each party, a draft copy of which is attached hereto; and

 

WHEREAS, a supplemental appropriation of $25,000 of Matching Tax funds is needed.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk and the County Engineer of Lake County are hereby authorized and directed to execute on behalf of Lake County an amended agreement between Lake County and Victor S. Teglasi doing business as Capital Program Management Associates, Riverdale, New York, reflecting the revised scope of work and providing for the additional services to upgrade CPMS from a Windows-based environment to a SQL environment, with the new estimated total cost of services of $180,120, a draft of said amended agreement attached hereto. 

 

BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement amendment, and any subsequent amendments, to be executed by the County Board Chair and the County Clerk.

 

BE IT FURTHER RESOLVED that there is appropriated a supplemental $25,000 of Matching Tax funds for this additional work, and designated as Section 12-00000-11-EG.

 

BE IT FURTHER RESOLVED that this agreement shall be administered in accordance with Chapter 605 Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action, provided the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
