• Deerfield Road, from the Metra Milwaukee District North Line viaduct in the Village of Deerfield to the east abutment of the East Skokie Ditch Bridge in the City of Highland Park, will be improved by the Village of Deerfield as the lead agency, and designated as Section 15-00036-01-RS.
• Deerfield Road, from the city’s west corporate limits to the east abutment of the East Skokie Ditch Bridge in the City of Highland Park will be transferred in its entirety, excluding Structure No. 049-0071, 049-0072, 049-0073 and 049-0088, from the City of Highland Park to Lake County.
• The City of Highland Park will have jurisdiction and maintenance responsibility for all municipal facilities within the Deerfield Road right of way and the City will continue to perform routine maintenance of Deerfield Road within its corporate limits.
• The City of Highland Park approved this agreement on September 16, 2015.

R E S O L U T I O N
WHEREAS, the free flow of traffic along Deerfield Road is beneficial for the safety and welfare of the motoring public; and
WHEREAS, the Village of Deerfield will be improving Deerfield Road, from the Metra Milwaukee District North Line viaduct in the Village of Deerfield to the east abutment of the East Skokie Ditch Bridge in the City of Highland in its entirety, and designated as Section 15-00036-01-RS; and
WHEREAS, the City of Highland Park and Lake County are desirous of entering into an agreement for the jurisdictional transfer of Deerfield Road, from the city’s west corporate limits to the east abutment of the East Skokie Ditch Bridge in the City of Highland Park in its entirety, excluding Structure No. 049-0071, 049-0072, 049-0073 and 049-0088, from the City of Highland Park to Lake County, a draft copy attached hereto.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Deerfield Road, from the city’s west corporate limits to the east abutment of the East Skokie Ditch Bridge in the City of Highland Park in its entirety, excluding Structure No. 049-0071, 049-0072, 049-0073 and 049-0088, will be added to the County Highway System of Lake County as an extension of County Highway 11 in accordance with the applicable provisions of the Illinois Highway Code and as approved by the Illinois Department of Transportation (IDOT).
BE IT FURTHER RESOLVED that the County Clerk, the County Board Chair and the County Engineer of Lake County, Illinois, be authorized and they are hereby directed to execute this agreement and any subsequent amendments.
BE IT FURTHER RESOLVED that the County Engineer shall transmit in writing the final Agreement for the jurisdictional transfer to be executed by the County Board Chair and the County Clerk.
BE IT FURTHER RESOLVED that a copy of this agreement for jurisdictional transfer, when executed in its final form, be submitted to IDOT for their approval and final processing.
BE IT FURTHER RESOLVED that the County Clerk, County Board Chair and the County Engineer of Lake County are authorized and are hereby directed to prepare and transmit whatever information IDOT determines is necessary to document the addition to the County Highway System of Deerfield Road, from the city’s west corporate limits to the east abutment of the East Skokie Ditch Bridge in the City of Highland Park in its entirety, excluding Structure No. 049-0071, 049-0072, 049-0073 and 049-0088, in accordance with the provisions of 605 ILCS 5/5-106.
