• The Village of Deerfield will have jurisdiction and maintenance responsibility for all municipal facilities within the Deerfield Road right of way, and the Village will continue to perform routine maintenance of Deerfield Road within its corporate limits.
• This resolution appropriates $4,465,000 of Matching Tax funds and $1,395,000 of County Bridge Tax funds for the local share of this improvement.
• The Village Board of Deerfield approved this agreement on September 8, 2015.

R E S O L U T I O N
WHEREAS, the free flow of traffic along Deerfield Road is beneficial for the safety and welfare of the motoring public; and
WHEREAS, the Village of Deerfield will be improving Deerfield Road, from the Metra Milwaukee District North Line viaduct in the Village of Deerfield to the east abutment of the East Skokie Ditch Bridge in the City of Highland Park in its entirety; and
WHEREAS, the Village of Deerfield and Lake County are desirous of entering into an agreement for the jurisdictional transfer of Deerfield Road, from the Metra Milwaukee District North Line viaduct to the Village of Deerfield’s east corporate limit in its entirety, from the Village of Deerfield to Lake County, and the creation of a municipal extension of County Highway 11 for Deerfield Road, from Wilmot Road to the east side of the Metra Milwaukee District North Line viaduct (approximately 4,784 feet), a draft copy attached hereto; and
WHEREAS, Lake County will reimburse the Village of Deerfield for the local share of the Deerfield Road Improvement, from the Metra Milwaukee District North Line viaduct in the Village of Deerfield to the east abutment of the East Skokie Ditch Bridge in the City of Highland Park in its entirety, such cost is estimated to be $4,878,608.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the jurisdiction of Deerfield Road, from the Metra Milwaukee District North Line viaduct to the Village of Deerfield’s east corporate limit in its entirety, will be transferred to the County and Deerfield Road, from Wilmot Road to the east side of the Metra Milwaukee District North Line viaduct (approximately 4,784 feet), will be added to the County Highway System of Lake County as a municipal extension of County Highway 11 in accordance with the applicable provisions of the Illinois Highway Code and as approved by the Illinois Department of Transportation (IDOT).
BE IT FURTHER RESOLVED that $4,465,000 of Matching Tax funds and $1,395,000 of County Bridge Tax funds are appropriated for the improvement of Deerfield Road, from the Metra Milwaukee District North Line viaduct in the Village of Deerfield to the east abutment of the East Skokie Ditch Bridge in the City of Highland Park, and designated as Section 15-00036-01-RS.
BE IT FURTHER RESOLVED that the County Clerk, the County Board Chair and the County Engineer be authorized and they are hereby directed to execute this agreement and any subsequent amendments.
BE IT FURTHER RESOLVED that the County Engineer shall transmit in writing the final Agreement for the jurisdictional transfer to be executed by the County Board Chair and the County Clerk.
BE IT FURTHER RESOLVED that a copy of this agreement for jurisdictional transfer, when executed in its final form, be submitted to IDOT for their approval and final processing.
BE IT FURTHER RESOLVED that the County Clerk, County Board Chair and the County Engineer of Lake County are authorized and are hereby directed to prepare and transmit whatever information IDOT determines is necessary to document the jurisdictional transfer of Deerfield Road, from the Metra Milwaukee District North Line viaduct to the Village of Deerfield’s east corporate limit in its entirety and the addition to the County Highway System as a municipal extension of County Highway 11, Deerfield Road from Wilmot Road to the east side of the Metra Milwaukee District North Line viaduct (approximately 4,784 feet) in its entirety, in accordance with the provisions of 605 ILCS 5/5-106.
