Joint resolution authorizing execution of a contract with Deigan & Associates, Lake Bluff, Illinois, in an estimated amount of $144,400 for Housing and Urban Development (HUD) Environmental records reviews for Lake County for a two year period plus renewals.
Staff Summary
* Lake County receives over $3,000,000 annually in HUD funding for housing and community development from the Community Development Block Grant (CDBG) program and the HOME investment Partnership Program and the Emergency Solutions Grant (ESG).
* Investment by the County and its grant sub-recipients of these HUD grants require the completion of Environmental Review Records (ERR).
* Lake County and the Lake County Housing Authority (LCHA) plan to enter into a Memorandum of Understanding that identifies the County as the responsible entity for coordinating the ERR required for all grant sub-recipients.
* A Request for Proposal (RFP) was issued to identify a qualified firm to provide HUD Environmental Records Reviews for Lake County.
* A RFP was extended to 20 vendors and proposals were received from three vendors.
* In accordance with the evaluation criteria established in the RFP, the selection review team comprised of representatives from Community Development and LCHA reviewed and determined that the proposal submitted by Deigan and Associates is the most qualified and favorable proposal for Lake County.
* It is expected that over $80,000 of this contract expense will be reimbursed by the Lake County Housing Authority.

WHEREAS, in accordance with Section 33.051 of the Lake County Purchasing Ordinance, Proposals were called for by publication for HUD Environmental Records Reviews for Lake County ; and
WHEREAS, subsequent to said publication, request for proposals were extended to 20 vendors; and
