Joint resolution delegating limited signature authority regarding workforce development funds and activities.

Staff Summary
* As defined under the Workforce Investment Act and now continuing under the Workforce Innovation and Opportunity Act, the Lake County Board Chairman serves as the Chief Elected Official (CEO) for the local workforce development area encompassing Lake County.
* Acceptance and implementation of the County's Workforce Development grant programs requires the CEO's (County Board Chairman's) signature on various documents of minor technical nature, creating an undue administrative burden on the Chairman.
* This item authorizes the designee(s), to sign and execute agreements or documents required for workforce development grant administration activities that have previously been approved by the Lake County Board in order to alleviate the administrative burden.

RESOLUTION

WHEREAS, Lake County is the local recipient of federal and state workforce grant funds, with said funds used for workforce activities undertaken by the Lake County Workforce Development Department as overseen with policy direction by the Lake County Workforce Investment Board; and

WHEREAS, the largest allocation of funds are provided annually through the Workforce Innovation and Opportunity Act (WIOA) funds appropriated to the State of Illinois by the federal Department of Labor, which are then distributed by the Department of Commerce and Economic Opportunity to local workforce areas including Lake County; and

WHEREAS, the Lake County Board authorizes all activities and funding disbursements under the County's Workforce Development Department; and

WHEREAS, the acceptance and implementation of the WIOA and other workforce funds requires the signature of the Chief Elected Official (CEO) for the Local Workforce Development Area, in Lake County that being the Lake County Board Chairman, on various documents of minor technical nature, creating an...
