Staff Summary
* In 2002 the Lake County Juvenile Justice Center master plan was completed; and the master plan was validated again in 2012 with the Justice Partners, and reviewed by the Judicial Facilities Review Committee.
* The master plan outlined a sequenced plan for phased implementation of recommended improvements to the Robert W. Depke Juvenile Justice Center.
* Phase I, will make extensive infrastructure improvements to the site and will expand the facility in the form of a new building addition.
* Phase II, which is not yet funded and is not part of this award, contemplates the remodeling of vacated existing courtrooms and office areas to accommodate adapted office space for the various justice agencies.
* Phase III, also is not yet funded and is not part of this award, contemplates the construction of additional low and medium security housing pods.
* The Judicial Facilities Review Committee made a recommendation to implement and proceed with Phase I of the master plan and it is recommended by the Executive Justice Counsel at their September 18, 2015, meeting.
* Funding for this project has previously been approved by the County Board through the CCIP process.
* An invitation to bid was issued and extended to 88 vendors and sealed bids were received from seven general contractors ranging from $12,816,166.25 to 14,531,000.
* Wight Construction Services, Inc. of Darien, Illinois, was determined to be the lowest responsive and responsible bidder who best meets the needs of the County in the amount of $12,816,166.25.
