Ordinance amending water and sanitary sewer related rates and fees for certain Lake County systems.
Staff Summary
* Chapter 51 of the Lake County Code of Ordinances establishes all water and sewer user rates, connection fees and additional charges for use of the County's water and sewer systems.
* The Ordinance is revised periodically to modify rates and fees, as necessary.
* The County has engaged Baker Tilly Virchow Krause, Inc. who recently completed a rate study and Applied Technologies Inc. who recently completed a connection fee study to establish new retail rates and connection fees for 2015, 2016 and 2017.
* The Ordinance modifies several water and sewer rates and connection fees, and establishes an inclining block water rate in an effort to promote water conservation for residential properties.
* The ordinance also reduces the minimum monthly usage charge from 3,000 to 2,000 gallons per month and modifies the summer sewer credit cap from 110 percent to 120 percent.
* Notice will be provided to the municipalities receiving wholesale sanitary sewer service of an adjustment in user fees and connection fees.
* Revised user fees will become effective December 1, 2015.

O R D I N A N C E
WHEREAS, the County Board incorporated Chapter 51: Water and Sewer Rates and Charges, into the Lake County Code; and
WHEREAS, Chapter 51 establishes all water and sewer user rates, connection fees and additional charges for use of the County's water and sewer systems; and
WHEREAS, the Ordinance is revised periodically to modify rates and fees, as necessary; and
WHEREAS, the County engaged Baker Tilly Virchow Krause, Inc. to complete a Rate Study and Applied Technologies, Inc. to complete a Connection Fee Study to establish modified rates and fees for 2015, 2016 and 2017; and
WHEREAS, the modified rates and fees established in Sections 51.16 through 51.28 are attached as Exhibit A.
