Staff Summary
* The County and the District have operated under an intergovernmental agreement for sewage treatment and disposal within the Northeast Central (NEC) Service Area since March 20, 1974 with subsequent amendments thereto which the most current agreement having expired on July 8, 2013.
* The NEC service area includes the Villages of Hainesville, Grayslake, Gurnee, Third Lake, the City of Waukegan, and unincorporated areas of Wildwood.
* Negotiations have resulted in a new 10 year agreement which includes amended provisions for payments, reporting, and compliance assurance to be consistent with similar users within the District boundaries.
* This resolution authorizes the execution of an Agreement for Sewage Disposal by and between the County and the North Shore Water Reclamation District.

R E S O L U T I O N

WHEREAS, the County of Lake (County) owns and operates an interceptor sewer system in the Northeast Central Lake (NECL) Facilities Planning Area (FPA); and

WHEREAS, the County provides wholesale sewer services to certain communities in the NECL FPA, including the Villages of Grayslake, Gurnee and Hainesville and the City of Waukegan, (collectively the Wholesale Communities) and retail sewer services to the Village of Third Lake and unincorporated areas of Wildwood (collectively the County Retail Areas); and

WHEREAS, the County transports the sewage from the Wholesale Communities and County Retail Areas to the North Shore Water Reclamation District (NSWRD) for wastewater treatment services; and

WHEREAS, the County and the NSWRD previously entered into an Agreement for Sewage Disposal dated March 20, 1974; and

WHEREAS, upon its expiration, a subsequent agreement was reached on March 21, 1994 with amendments thereto, which expired on July 8, 2013; and
