Ordinance and resolution granting authority to charge a fee to cover energy costs at its Electric Vehicle Charging Stations.

 

Staff Summary

                     The Strategy for a Sustainable Lake County and the operations plan for implementing the Board’s Strategic Plan, encourages the exploration and use of sustainable transportation choices to reduce vehicle emissions.

                     In November 2014, taking advantage of state and federal incentives for all-electric vehicles, the County purchased three all-electric vehicles (EVs) and three charging stations.

                     The County is installing EV charging stations at Central Permit Facility, 3010 Grand Avenue and the parking garage of the County Administration Tower in Waukegan.  Each charging station is equipped with two charge ports.  One port is reserved for county vehicles only and the other will be available for the public and employees to charge personal vehicles.

                     This ordinance gives the County the authority to impose a reasonable fee pursuant to 55ILCS/5-11004 for the electricity that will be utilized at these EV charging stations.

                     The County is electing at this time to observe the electric usage at the EV charging stations, assess usage, costs, and other related matters.  Staff will report back to the findings of this pilot program for the Board’s reconsideration.

ORDINANCE

 

WHEREAS, as part of its electric vehicle pilot program in which a study of the economic, environmental and employee benefits of using all-electric vehicles is being conducted, the County of Lake is installing three charging stations to be used by staff as well as visitors and may, in the future, install additional electric vehicle charging stations at other County parking lots and facilities; and

 

WHEREAS, the County has the authority to assess reasonable electric fees at County-owned electric vehicle charging stations pursuant to 55 ILCS 5/5-11004.

 

NOW, THEREFORE, BE IT ORDAINED, that the County Board hereby authorizes the reasonable charge for use of electric vehicle charging stations and such fee will be set by resolution.

RESOLUTION

 

WHEREAS, as part of its electric vehicle pilot program in which a study of the economic, environmental and employee benefits of using all-electric vehicles is being conducted, the County of Lake is installing three charging stations to be used by staff as well as visitors and may, in the future, install additional electric vehicle charging stations at other County parking lots and facilities; and

 

WHEREAS, pursuant to 55 ILCS 5/5-11004, the County is empowered to charge a reasonable rate for the use of its parking facilities; and

 

WHEREAS, with the contemporaneous adoption of the ordinance and resolution, the County Board authorizes that a reasonable fee be charged for the use of electric vehicle charging stations located on County property; and

 

WHEREAS, this resolution sets such fee at 0 cents per kilowatt hour and may be periodically amended by County Board resolution.

 

NOW, THEREFORE, BE IT RESOLVED, by the County of Lake, that the rate of the electric vehicle charging station is 0 cents per kilowatt hour of usage.
