Joint resolution authorizing the execution of a master agreement with the City of Highland Park regarding the energy, maintenance, and future costs of city owned traffic control signals and interconnection with Lake County PASSAGE.

 

Staff Summary

                     Traffic Signal Master Agreement, Lake County PASSAGE: City of Highland Park.

                     The City of Highland Park operates, and has jurisdiction over, certain traffic control signals within its corporate boundaries.

                     The City has asked to participate in the County’s Annual Traffic Signal Maintenance Contract.

                     The County Board authorized, at their August 11, 2015 meeting, an appropriation for the Lake County 2016 Traffic Signal Maintenance Contract so that a contract letting can be held for annual contract maintenance services.

                     The City of Highland Park and Lake County wish to enter an agreement stating the terms and conditions for energy, maintenance, and future costs of City owned traffic control devices and interconnection with Lake County PASSAGE allowing maintenance of the City signals to be included in the County’s annual traffic signal maintenance contract.

R E S O L U T I O N

 

WHEREAS, Lake County, by and through its Division of Transportation, maintains and operates, through Lake County PASSAGE, traffic signals on the County highway system; and

 

WHEREAS, the City of Highland Park operates, and has jurisdiction over, certain traffic control signals within its corporate boundaries; and

 

WHEREAS, the City of Highland Park has asked to participate in the County’s Annual Traffic Signal Maintenance Contract; and

 

WHEREAS, the Division of Transportation will have underway a 2016 Traffic Signal Maintenance Contract; and

 

WHEREAS, the effective maintenance of City owned traffic control signals through Lake County’s Annual Traffic Signal Maintenance Contract is beneficial to the safety and welfare of the City and the County as a whole; and

 

WHEREAS, the effective operation of City owned traffic control signals through Lake County PASSAGE is beneficial to the safety and welfare of the City and the County as a whole; and

 

WHEREAS, Lake County and the City of Highland Park are desirous of entering into an agreement stating the terms and conditions for energy, maintenance, and future costs of City owned traffic control devices and interconnection with Lake County PASSAGE, a draft copy of said agreement is attached hereto.

 

NOW, THEREFORE BE IT RESOLVED, by this Lake County Board, that the County Board Chair, the County Clerk, and the County Engineer of Lake County, be authorized, and they are hereby directed to execute a master agreement, and any subsequent amendments thereto, with the City of Highland Park stating the terms and conditions for energy, maintenance, and future costs of City owned traffic control devices and interconnection with Lake County PASSAGE.

 

BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any subsequent amendments, to be executed by the County Board Chair and the County Clerk.

 

BE IT FURTHER RESOLVED that the County Engineer of Lake County is hereby authorized to include, within the above-said master agreement between Lake County and the City of Highland Park, additional traffic control signals, as may be warranted from time-to-time, and that are within the jurisdiction of the City of Highland Park in accordance with said master agreement.

 

BE IT FURTHER RESOLVED that the above-said master agreement takes the place of and supersedes all prior agreements between the City of Highland Park and Lake County relative to energy, maintenance, and future costs of City owned traffic control devices and interconnection with Lake County PASSAGE.
