Staff Summary
* The Sheriff's Office is working with the Beach Park School District and is planning an Active Shooter Drill that will take place on October 9, 2015.
* The main objective of the drill is to use National Incident Management Systems (NIMS) standards to test operational coordination, interoperability and the core capabilities of a multiagency response to a critical incident.
* In order to maintain a safe environment for first responders involved in this drill we request authorization to temporarily close Route 173, between Route 41 and Kilbourne Road, from 7 a.m. to 1 p.m.
* By closing Route 173 first responders will be able to cross the road safely between the staging area at Van Patten Wood Forest Preserve and Beach Park School and will allow fire trucks to park along Route 173 in front of the school.
* Road closures signs will be placed on Route 173 several days before the road closure to inform motorists of said closure.

RESOLUTION

WHEREAS, the Lake County Sheriff's Office is conducting a full scale National Incident Management System (NIMS) exercise, at Newport School on October 9, 2015; and

WHEREAS, said exercise requires the temporary closure of Route 173 completely between Route 41 and Kilbourne Road between 7 a.m. and 1 p.m.; and

WHEREAS, efficient detours will be maintained and conspicuously marked and judiciously police patrolled for the benefit of traffic deviated from the State Route; and

WHEREAS, the State of Illinois requires the County of Lake to assume all responsibility and liability involved in the closing of said roadway.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Lake County Sheriff's Office will assume full responsibility for the direction, protection and regulation of traffic during the time the detour is in effect, and all liabilities for damages of ...
