Joint resolution authorizing an emergency appropriation in the Circuit Court’s budget, with offsetting revenue, in the amount of $340,231 for a Behavioral Health Treatment Court Collaborative (BHTCC) grant.

 

Staff Summary

                     Substance Abuse and Mental Services Administration has awarded Lake County a BHTCC grant in the amount of $340,231.

                     The grant is intended to enhance various specialty courts operated by Nineteenth Judicial Circuit Court.

                     The BHTCC grant was initially awarded in 2014 for a four year period but must be reapproved annually.

RESOLUTION

 

WHEREAS, the Substance Abuse and Mental Services Administration, a division of the U.S. Department of Health and Human Services, has awarded Lake County a BHTCC grant in the amount of $340,231; and

 

WHEREAS, the Nineteenth Judicial Circuit operates various specialty courts; and

 

WHEREAS, the grant is intended to enhance these courts; and

 

WHEREAS, the BHTCC grant that was initially awarded in 2014 for a four year period must be reapproved annually; and

 

WHEREAS, the Nineteenth Judicial Circuit will continue to contract with the Northern Illinois Council on Substance Abuse and other partners to meet four main goals which are to:

                      Increase stakeholder participation in the Nineteenth Judicial Circuit Court to address the behavioral health needs of adults involved with the criminal justice system

                      Enhance the trauma informed care of adults in Specialty Courts

                      Improve the communication among BHTCC members in terms of resources, case management and referrals

                      Document outcomes; and

 

WHEREAS, the Project Period is September 30, 2014 through September 30, 2018 but will require a continuation application each year; and

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that it hereby authorizes an emergency appropriation, with offsetting revenue, in the amount of $340,231 as outlined in the attached chart of accounts and the execution of Grant Award #5H79SM061684-02 with the U.S. Department of Health and Human Services, Substance Abuse and Mental Services Administration for the period September 30, 2015 through September 29, 2016.
