* Improvements are planned to the existing DPR WRF to construct biological nutrient removal and biosolids drying facilities, to meet new Illinois Environmental Protection Agency (IEPA) nutrient limits for flows discharged to the DPR.
* An invitation to bid for the DPR WRF Improvements Project was issued and extended to 15 vendors.
* Sealed bids were received from and invitations to bid were extended to 15 contractors and sealed bids were received from two local and four non local contractors ranging from $31,780,000 to $41,357,700.
* Williams Brothers Construction Inc., Peoria, Illinois, is the lowest responsive and responsible bidder who best meets the needs of the County in the amount of $31,780,000.
* Construction activities are scheduled to begin in June 2015 and be completed in June 2017.

R E S O L U T I O N

WHEREAS, the County of Lake (County) owns, operates, and maintains the Des Plaines River (DPR) Water Reclamation Facility (WRF) within the Southeast Lake Facility Planning Area; and

WHEREAS, the County's long term infrastructure improvements program requires improvements to the DPR WRF including upgrades to various equipment and buildings and the installation of a biosolids drying system; and

WHEREAS, as part of new Illinois Environmental Protection Agency (IEPA) requirements, biological nutrient removal improvements must also be included in this project; and

WHEREAS, in accordance with the Lake County Purchasing Ordinance, bids were called for by publication for the Des Plaines River WRF Phase 2B and 3 Improvements Project; and
