Staff Summary
* Improvements are planned to the existing DPR WRF to construct biological nutrient removal and biosolids drying facilities, to meet new Illinois Environmental Protection Agency (IEPA) nutrient limits for flows discharged to the DPR.
* Construction related services are required for specialized field inspection and engineering services during the 24 month construction period.
* In accordance with the Local Government Professional Services Selection Act, the recommended firm is Applied Technologies Inc. of Lake Villa, Illinois.
* Construction activities are scheduled to begin in June 2015 and be completed in June 2017.
* This resolution authorizes a professional services contract with Applied Technologies Inc., in the amount of $2,164,713 for engineering services associated with the DPR WRF Phase 2B and 3 Improvements Project.

R E S O L U T I O N

WHEREAS, the County of Lake (County) owns, operates and maintains the Des Plaines River (DPR) Water Reclamation Facility (WRF) serving the Southeast Lake Facilities Planning Area; and

WHEREAS, improvements and upgrades to the DPR WRF are necessary to serve the communities within the facilities planning area and to satisfy regulatory requirements of the Illinois Environmental Protection Agency (IEPA); and

WHEREAS, due to the specialized nature of this project, the County requires construction related services from an engineering firm qualified in this type of engineering; and

WHEREAS, Applied Technologies, Inc., Lake Villa, Illinois, is qualified to provide the specialized design related services for this project in accordance with the Local Government Professi...
