Staff Summary
·      Bike Path Bridges at Railroad Abutments, Phase II: Consultant Agreement and Appropriation.
·      The bike path bridges on the North Shore Bike Path, over the CN Railroad, over the Metra Railroad, and over the Skokie River, and on the Robert McClory Bike Path, over Russell Road, and over Illinois Route 173, are in need of repair.
·      A consulting engineering firm will be utilized to provide Phase II design engineering services for this improvement.
·      In accordance with the Local Government Professional Services Selection Act, the selected, and recommended, consultant is Amec Foster Wheeler Environment and Infrastructure, Inc., Chicago, Illinois, at a cost of $174,512.13.
·      This resolution also appropriates $120,000 of County Bridge Tax funds and $90,000 of Matching Tax funds for these engineering services.

R E S O L U T I O N
 
WHEREAS, the bike path bridges on the North Shore Bike Path, over the CN Railroad, over the Metra Railroad, and over the Skokie River, and on the Robert McClory Bike Path, over Russell Road, and over Illinois Route 173, are in need of repair; and
 
WHEREAS, it is advisable that a consultant engineering firm be employed to provide Phase II design engineering services for this improvement; and
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act (50 ILCS 510/1 et. seq.); and
 
WHEREAS, Amec Foster Wheeler Environment and Infrastructure, Inc., Chicago, Illinois, are consulting engineers skilled in the provision of said Phase II design engineering services.
 
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Amec Foster Wheeler Environment and Infrastructure, Inc., Chicago, Illinois, be employed to provide said Phase II design engineering services, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute on behalf of Lake County an agreement, and any amendments, for Phase II consultant engineering services between Lake County and Amec Foster Wheeler Environment and Infrastructure, Inc., Chicago, Illinois, at a cost of $174,512.13 a draft copy of said agreement attached hereto.  
 
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk.
 
BE IT FURTHER RESOLVED that there is hereby appropriated $120,000 of County Bridge Tax funds and $90,000 of Matching Tax funds for these engineering services, and designated as Section 15-00999-15-BR.
 
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
