Staff Summary
·      Gilmer Road at Sequoia Road Retaining Walls and Culvert Replacement, Phase II Design Engineering Services: Consultant Agreement and Appropriation.
·      This project will include replacing existing retaining walls with cast-in-place concrete retaining walls, replacing existing steel arch pipe with pre-cast concrete culverts, and replacing guardrails to widen Gilmer Road.  
·      A consultant will be utilized to undertake Phase II design engineering services.
·      In accordance with the Local Government Professional Services Selection Act, the selected, and recommended, firm is Bloom Companies, LLC, Chicago, Illinois, with a cost of $195,429.11.
·      This resolution authorizes the execution of the agreement with Bloom Companies, LLC, and appropriates $235,000 of County Bridge Tax funds for these services.

R E S O L U T I O N
 
WHEREAS, Gilmer Road, County Highway 26, is a designated route on the County highway system; and
 
WHEREAS, there are retaining walls and culverts on Gilmer Road, 200 feet southeast of Sequoia Road, that are in poor condition and are in need of replacement in order to prevent failure; and
 
WHEREAS, it is advisable that a firm be employed to provide professional services to determine appropriate repair strategies for said retaining walls; and
      
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm, Bloom Companies, LLC, Chicago, Illinois, in accordance with the Local Government Professional Services Selection Act, for said design engineering services for replacement of these retaining walls and culverts.
 
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Bloom Companies, LLC, Chicago, Illinois, be employed to provide professional design engineering services for the replacement of retaining walls and culverts situated along Gilmer Road at Sequoia Road at a cost of $195,429.11 and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute, on behalf of Lake County, a contract, for the provision of said engineering services for the replacement of retaining walls and culverts situated along Gilmer Road at Sequoia Road, with Bloom Companies, LLC, Chicago, Illinois.
 
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement to be executed by the County Board Chair and the County Clerk.   
 
BE IT FURTHER RESOLVED that there is hereby appropriated $235,000 of County Bridge Tax funds for these engineering services designated as Section 14-00000-07-GM.
 
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated herein does not exceed the appropriation aforesaid.
