Staff Summary

                     2015 Reflective Pavement Marker Replacement: Contract Award.

                     The County has raised, reflective pavement markers delineating medians and lane lines throughout the County highway system.

                     The Division of Transportation undertakes the removal and replacement, where necessary, of these raised reflective pavement markers.

                     This project will replace the raised reflective pavement markers with recessed pavement markers on sections of Cedar Lake Road, Butterfield Road, Lewis Avenue, Martin Luther King Jr. Drive, Old McHenry Road, St. Mary’s Road, Sunset Avenue, Washington Street and Winchester Road.

                     This replacement project is in the 2015 program and budget.

                     A total of two bids were received, ranging from $254,200 to $284,650 and the lowest responsible bidder is Superior Road Striping, Inc., Melrose Park, Illinois, in the amount of $254,200.

R E S O L U T I O N

 

WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication for the removal and replacement of reflective pavement markers with recessed pavement markers on sections of County highways:  Cedar Lake Road, north and south of Illinois Route 120, and from Hart Road to north of Rollins Road; Lewis Avenue, from York House Road to Wadsworth Road; Sunset Avenue, from Illinois Route 131 to Sheridan Road; and Washington Street, from Hunt Club Road to Illinois Route 21 and US Route 41 to Illinois Route 131, and designated as Section 15-00000-12-GM; and

 

WHEREAS, in addition to the base bid work described above, the added alternative bidding process was used for bidders to provide costs for including Alternative A, B, C, and D work, with a total contract award limit of $300,000; and

 

WHEREAS, added Alternative A includes Martin Luther King Drive, from Illinois Route 131 to Illinois Route 137; and

 

WHEREAS, added Alternative B includes Old McHenry Road, from east of Quentin Road to west of Fairfield Road; and

 

WHEREAS, added Alternative C includes Butterfield Road, from Harding Road to Illinois Route 137; and

 

WHEREAS, added Alternative D includes St. Mary’s Road, from south of Old Rockland Road to Margate Lane and Winchester Road, from Lucerne Lane to Pine Meadow Court; and

 

WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on May 19, 2015, at 10:00 AM at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids compared to the total contract award limit of $300,000 resulted in the work to be done consisting of the base bid work and Alternative A, B, C, and D work, the combined bid tabulations being as follows:

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Superior Road Striping, Inc., Melrose Park, Illinois, their bid being $254,200, based on estimated quantities and unit prices; and

 

WHEREAS, this Lake County Board, by prior resolution at its meeting of April 14, 2015, appropriated $360,000 of Matching Tax funds for the removal and replacement of reflective pavement markers with recessed pavement markers on sections of Cedar Lake Road, Butterfield Road, Lewis Avenue, Martin Luther King Jr. Drive, Old McHenry Road, St. Mary’s Road, Sunset Avenue, Washington Street and Winchester Road, and designated as Section 15-00000-12-GM; and.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board that a contract be awarded to said Superior Road Striping, Inc., Melrose Park, Illinois, in accordance with their bid of $254,200 based on estimated quantities and unit prices and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized, and they are hereby directed to enter into a contract with said low bidder for  removal and replacement of reflective pavement markers with recessed pavement markers on sections of County highways, base bid work, and Alternative A, B, C, and D work as described above, and designated as Section 15-00000-12-GM.

 

BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.
