Staff Summary
·      Hawley Street Reconstruction: Contract Award.
·      Hawley Street, from Midlothian Road to Seymour Avenue, reconstruction will include three lane reconstruction, new signalized intersections, water main, sanitary and sidewalk replacement, a new off-roadway bike path and drainage improvements.
·      Hawley Street, from Midlothian Road to U.S. Route 45, is a municipal extension of a County highway.
·      An agreement with the Village of Mundelein is in place for its share of this improvement for the municipal facilities, estimated to be $2,244,809.71.
·      This agreement also provides for the jurisdictional transfer from the Village of Mundelein to Lake County, the section of Hawley Street, from Midlothian Road to Seymour Avenue, and to create a municipal extension of a County highway, from Seymour Avenue to Illinois Route 176.
·      The Village of Mundelein will have jurisdiction and future maintenance responsibilities for all municipal facilities constructed as part of this improvement.
·      A total of three bids were received, ranging from $9,698,921.03 to $10,147,533.05, and the lowest responsible bidder is Campanella & Sons, Inc., Wadsworth, Illinois, with a contract amount of $9,698,921.03.

R E S O L U T I O N
 
WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for the reconstruction and resurfacing of Hawley Street, from Midlothian Road to Seymour Avenue, and designated as Section 07-00273-01-WR; and  
 
WHEREAS, pursuant to said publication calling for said bid, sealed bids were received and opened on May 19, 2015, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids being as follows:

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Campanella & Sons, Inc., Wadsworth, Illinois, their bid being $9,698,921.03 based on estimated quantities and unit prices; and
 
WHEREAS, this Lake County Board, by prior resolution at its meeting of April 14, 2015, appropriated $11,710,000 of ¼% Sales Tax for Transportation funds for the reconstruction and resurfacing of Hawley Street, from Midlothian Road to Seymour Avenue.
 
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Campanella & Sons, Inc., Wadsworth, Illinois, in accordance with their bid of $9,698,921.03, based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for the reconstruction and resurfacing of Hawley Street, from Midlothian Road to Seymour Avenue, and designated as Section 07-00273-01-WR.
 
BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.
