Staff Summary
·      There was a need to terminate Lake County's existing contract for inmate and juvenile health care services due to failure to perform in accordance with the contract.
·      The Lake County Sheriff's Office (LCSO), the Purchasing Division, the County Administrator and the State's Attorney met repeatedly with upper level management from the current vendor; the current vendor has been unable to remedy the problems.  
·      The LCSO requested assistance from the Purchasing Division to identify a responsible vendor who could provide emergency services for a period of one year to minimize serious disruption of government services.
·      The LCSO and Purchasing Division evaluated firms providing similar services in the regional area and identified Armor Correctional Health Services, Inc. of Miami, Florida, as a responsible vendor to provide continued health service to the Lake County Jail and Depke Juvenile Facility.
·      Pursuant to the Lake County Purchasing Ordinance, emergency procurements are made when a threat exists to public health, welfare, or safety, or to prevent or minimize serious disruption of government services.
·      Pursuant to Article 6, Section 103, the Lake County Sheriff submitted a written determination of the basis for the emergency and the certification that the selection of the vendor is appropriate.
·      This contract authorizes the purchase of inmate and juvenile health care services for Lake County with Armor Correctional Health Services, Inc. of Miami, Florida, for a one year period in the amount of $2,997,157.
·      This exceeds the fiscal year (FY) 2015 budgeted amount for medical services by approximately $400,000.

RESOLUTION
 
WHEREAS, in accordance with Section 6-103 of the Lake County Purchasing Ordinance, emergency procurement of inmate and juvenile health care services for Lake County; and
 
WHEREAS, there was a need to terminate Lake County's existing contract for inmate and juvenile health care services due to failure to perform in accordance to the contract; and
 
WHEREAS, the Lake County Sheriff's Office (LCSO) requested assistance from the Purchasing Division to identify a responsible vendor who could provide emergency services for a period of one year to minimize serious disruption of government services; and
 
WHEREAS, the LCSO and Purchasing Division evaluated firms providing similar services in the regional area and identified Armor Correctional Health Services, Inc. of Miami, Florida as a responsible vendor to provide continued service to the Lake County Jail and Depke Juvenile Facility; and
 
WHEREAS, pursuant to Article 6, Section 103, the Lake County Sheriff submitted a written determination of the basis for the emergency and the certification that the selection of the vendor is appropriate.
 
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is authorized to enter into a contract with Armor Correctional Health Services, Inc. of Miami, Florida for the emergency procurement of inmate and juvenile health care services in the $2,997,157 charging the costs to various Lake County accounts.
