Joint resolution authorizing a contract with Mechanical, Inc. of Freeport, Illinois, and further authorizing assignment of that contract to Clark Construction Group LLC of Chicago, Illinois, as Construction Manager at Risk (CMAR) for the Lake County Courthouse expansion project in the amount of $10,235,500.
Staff Summary
* The heating, ventilation and air condition systems (HVAC) work in this request for proposal generally includes installation of all HVAC systems for all phases of the Courthouse expansion project.
* The Lake County Board has authorized Clark Construction Group LLC to proceed with a Guaranteed Maximum Price (GMP) for the infrastructure and interior work pursuant to their contract for CMAR services.
* A request for proposal (RFP) was issued for HVAC Work on February 19, 2015.
* Sealed proposals were received on March 19, 2015 from three nonlocal vendors.
* In accordance with the evaluation criteria established in the RFP, staff reviewed and determined that the proposal submitted by Mechanical, Inc. of Freeport, Illinois, is the most qualified and favorable proposal for Lake County.
* This resolution awards the contract to Mechanical, Inc. and assigns the contract to Clark Construction Group LLC to manage as part of the GMP for this work.

RESOLUTION
WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, a requests for proposal was called for by publication for HVAC work for Lake County courthouse expansion project; and
WHEREAS, sealed proposals were received from three vendors at the Lake County Administrative Building, Waukegan, Illinois, on March 19, 2015, at 2 p.m.; and
WHEREAS, based on the criteria set forth in the Request for Proposal; the staff evaluated all proposals submitted and determined that the proposal submitted by Mechanical, Inc. in the amount of $10,235,500 is the most qualified and favorable for Lake County; and
