Joint resolution authorizing the acceptance and emergency appropriation of a state fiscal year (SFY) 2016 Juvenile Justice Council (JJC) Project Implementation grant in the amount of $40,000 for the time period of July 1, 2015 through June 30, 2016, to enhance and strengthen the Lake County JJC, which is run by the Lake County State's Attorney's Office.
 
Staff Summary
·      The Lake County JJC is a collaborative effort of many government and private agencies addressing juvenile justice procedures and programs.  
·      The JJC works to identify initiatives/areas in which attention or enhancement will benefit the County's JJC overall and the individuals involved.
·      The Lake County State's Attorney's Office has been awarded a 12 month JJC Project Implementation Grant in the amount of $40,000 from the Illinois Juvenile Justice Commission (IJJC) through the Illinois Department of Human Services (IDHS).
·      The Lake County State's Attorney's Office will use the funds to enhance and strengthen the JJC and to distribute and train on a collaborative resource guide to help unify the approach in which delinquent youth are assisted by focusing on programs that are proactive in preventing delinquency.
·      Grant program funding in the amount of $10,000 will support the purchase of preventative/proactive program information supplies, brochures, posters, safety cards, and JJC conference speaker. Additional program funding in the amount of $30,000 supports additional, temporary personnel costs for the program coordinator for the duration of the program.
·      The source of funding for this JJC project is 100 percent grant funds; no match funding is required.

RESOLUTION
 
WHEREAS, the Lake County State's Attorney's Office has applied for and has been awarded a 2016 JJC Project Implementation grant from the Illinois JJC through the Illinois Department of Human Services, for the time period of July 1, 2015 through June 30, 2016, in the amount of $40,000; and
 
WHEREAS, the Lake County State's Attorney's Office will use this funding to enhance and strengthen the JJC and to distribute and train on a collaborative resource guide to help unify the approach in which delinquent youth are handled/helped by focusing on programs that are proactive in preventing delinquency; and
 
WHEREAS, it is necessary to authorize the renewal as described herein.
 
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the JJC Project Implementation grant awarded to the Lake County State's Attorney's Office by the JJC through the Illinois Department of Human Services is hereby accepted; and
 
BE IT FURTHER RESOLVED, that $40,000 is hereby authorized for the SFY 2016 JJC Project Implementation grant in fund 101, management center 3317010, with all costs associated with this program already being budgeted, with offsetting revenue of $40,000 in 101-3317010-45333; and
 
BE IT FURTHER RESOLVED, that the State's Attorney shall serve as the project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State's Attorney's Office.
 
BE IT FURTHER RESOLVED, that the Chairman of the Board, the Lake County State's Attorney, and the Lake County Treasurer are hereby authorized to execute the necessary documentation in order to accept the grant renewal.
