·      The purpose of this grant program is to retain a sixth Assistant State's Attorney (ASA) in the Juvenile Division to allow greater focus on diverting nonviolent cases from formal court action to accountability based programs, and the reduction of overall case backlog
·      Funding for this grant began in 1999 and has been renewed each year.
·      Federal funding for this program has been approved for the performance period of July 1, 2015 through June 30, 2016.
·      The program continues funding support of a portion of the salary for one ASA.
·      A reduction in the budgeted grant revenue amount by $3,982 is needed to accommodate the decrease in award $3,584 and match $398 amounts.
·      Sources of program funding include $12,913 in federal funds and $1,435 in matching funds provided from the State's Attorney's Asset Forfeiture Fund, for a grant program total of $14,348.

RESOLUTION
 
WHEREAS, the IJJC, housed within the IDHS, has announced the continuation of a 12 month formula based grant that includes $12,913 in federal funds for the State's Attorney's Juvenile Court Services program, which will support the retention of prosecutors, in turn allowing a greater focus on diverting non-violent cases from formal court action to accountability based programs, and the reduction of overall case backlog; and
 
WHEREAS, the grant program will fund a portion of the salary of one Assistant State's Attorney (ASA) in the Juvenile Division; and
 
WHEREAS, the grant program budget includes $12,913 in federal funds and match funds of $1,435 provided from State's Attorney Asset Forfeiture Fund 760-3318010-79920 with all costs associated with this ASA position already being appropriated in the State's Attorney's approved fiscal year (FY) 2015 general fund budget accounts 101-3315010-51110, -74080, -74100, and -74110 ; and
 
WHEREAS, it is necessary to authorize the renewal as described herein.
 
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the renewal of the State's Attorney's Juvenile Court Services program grant, in the amount of $14,348 for the period beginning July 1, 2015 through June 30, 2016, is hereby authorized and accepted; and
 
BE IT FURTHER RESOLVED, that a reduction in the grant revenue budget in the amount of $3,584 in account 101-3315010-45334, and $398 in account 101-3315010-49920 be approved; and
 
BE IT FURTHER RESOLVED, that the State's Attorney shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State's Attorney Office.
 
BE IT FURTHER RESOLVED, that the Chairman of the Board, the Lake County State's Attorney, and the Lake County Treasurer are hereby authorized to execute the necessary documentation to apply for and accept the renewal.
