Staff Summary
·      A VOM program has been a priority for the Lake County Juvenile Justice Council and the State's Attorney's Office for several years, addressing the goals of reducing juvenile recidivism and assuring offender accountability.
·      The VOM funding began in 2010 and has been renewed each year.
·      this renewal is for the performance period of July 1, 2015 to June 30, 2016.
·      The program is 90 percent funded by the grant in the amount of $37,125, and a 10 percent cash match in the amount of $4,125, for total program funding of $41,250; no match funds are being requested from the County's general fund, but are being provided from local partners or the State's Attorney's Money Laundering Forfeiture Fund.
·      The program supports one part time coordinator to provide a neutral party for the facilitation of the program. The coordinator is contracted to minimize costs. The program will also fund supplies to support the program.
·      This program works in conjunction with the Nineteenth Judicial Circuit's Juvenile Voluntary Supervision Diversion Program, and provides a platform for victims to talk face to face with juvenile offenders of nonviolent crimes.

RESOLUTION
 
WHEREAS, the Illinois Juvenile Justice Commission  (IJJC), housed within the IDHS has announced the continuation of the State's Attorney's Victim Offender Mediation (VOM) program, with a 12 month renewal that includes $37,125 in federal funds to provide victim offender mediations during the period of July 1, 2015 through June 30, 2016; and
 
WHEREAS, the program budget includes $37,125 in federal funds and $4,125 in match, which will be appropriated in the County FY 2015 budget; and
 
WHEREAS, the 10 percent match is required and is being supplied by external local sources or the State's Attorney's Money Laundering Forfeiture Fund and not with County's general funds; and
 
WHEREAS, it is necessary to authorize the renewal as described herein.
 
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the renewal of the State's Attorney's Victim/Offender Mediation grant program, in the amount of $37,125 for the period beginning July 1, 2015 through June 30, 2016 from the IJJC, is hereby authorized and accepted; and
      
BE IT FURTHER RESOLVED, that the appropriation of $41,250 is hereby authorized in fund 101, management center 3330040, account 79940, with an equal amount of offsetting revenue in federal funds of $37,125 to be deposited to account  101-3330040-45334, and external (non-general County fund) match funds of $4,125 to be deposited to account 101-3330040-45400; and
 
BE IT FURTHER RESOLVED, that the State's Attorney shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State's Attorney Office; and
 
BE IT FURTHER RESOLVED, that the Chairman of the Board, the Lake County State's Attorney, and Lake County Treasurer are hereby authorized to execute the necessary documentation to accept the award.
