Staff Summary
·      Center Street, from Illinois Route 83 to US Route 45, Phase III: Consultant Agreement.
·      Center Street is in need of resurfacing.
·      This project will include the resurfacing of Center Street, and adding paved shoulders in areas without curb and gutter sections.
·      A consultant will be utilized to undertake Phase III construction engineering services.
·      In accordance with the Local Government Professional Services Selection Act, the selected, and recommended, firm is Baxter & Woodman, Inc., Grayslake, Illinois, with a cost of $81,803.
·      The County Board at its meeting of November 11, 2014, approved an appropriation of $2,235,000 of Matching Tax funds for this resurfacing project ($2,150,000 for construction and $85,000 for Phase III construction engineering).
 
Body
R E S O L U T I O N
 
WHEREAS, Center Street, County Highway 77, is a designated route on the County highway system; and
 
WHEREAS, it would be beneficial to the safety and welfare of the motoring public if Center Street, from Illinois Route 83 to US Route 45, could be improved by resurfacing and adding paved shoulders in areas without curb and gutter sections; and
 
WHEREAS, Phase III construction engineering services are required for the Center Street resurfacing project; and
 
WHEREAS, it is advisable that a consultant engineering firm be employed to provide said Phase III construction engineering services; and
 
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and   
 
WHEREAS, Baxter & Woodman, Inc., Grayslake, Illinois, are consulting engineers skilled in the provision of said Phase III construction engineering services; and
 
WHEREAS, this County Board at its meeting of November 11, 2014 approved an appropriation of $2,235,000 of Matching Tax funds for this resurfacing project.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Baxter & Woodman, Inc., Grayslake, Illinois, be employed to provide said Phase III construction engineering services for the resurfacing of Center Street, from Illinois Route 83 to US Route 45, at a cost of $81,083, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized, and they are directed to execute on behalf of Lake County, an agreement, and any amendments, for Phase III construction engineering services between Lake County and Baxter & Woodman, Inc., Grayslake, Illinois, a draft copy of which is attached hereto, and designated as Section 14-00189-04-RS.
 
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk.   
 
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action, providing the final contract cost chargeable under the funds appropriated does not exceed the appropriations.
