Staff Summary

·      The Excess Flow Facility is a regional site that provides a temporary storage location for excess sanitary flows to help reduce sanitary overflows in the Northwest Lake Facilities Planning Area.

·      The berm along the Excess Flow Facility that separates the lagoon from the Round Lake drain has experienced significant erosion.

·      Lake County Public Works maintains the berms surrounding the lagoons at the Excess Flow Facility site and intends to stabilize the creek to prevent further erosion.

·      This project has been permitted by the US Army Corps of Engineers and Lake County Stormwater Management Commission.

·      An invitation to bid was extended to 11 vendors and responses were received from four contractors, ranging from $135,290 to $212,687.

·      R.E. Hummel Construction Co., Inc. submitted the lowest responsive and responsible bid in the amount of $135,290.

R E S O L U T I O N

WHEREAS, the County of Lake (County) owns and operates sanitary sewer systems in the Northwest Lake Facilities Planning area including the Excess Flow Facility on the Round Lake Sanitary District property in Round Lake Beach; and

WHEREAS, the Round Lake Drain carries storm water flows and traverses through the Round Lake Sanitary District property adjacent to the Excess Flow Facility; and

WHEREAS, the County must protect the structural integrity of the banks of the Round Lake Drain; and

WHEREAS, in accordance with the Lake County Purchasing Ordinance, bids were called for by publication for the Stream Bank Restoration Project; and

WHEREAS, subsequent to said publication, invitations to bid were extended to eleven contractors; and

WHEREAS, four sealed bids were received and publicly opened in the office of the Lake County Public Works Department on Tuesday, April 20, 2015, at 2:00 p.m.; and

WHEREAS, R.E. Hummel Construction Co. Inc., Island Lake, Illinois, is the lowest responsive, responsible bidder in the amount of $135,290; three other bids were received ranging from $157,300 to $212,687.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute a contract with R.E. Hummel Construction Co. Inc., Island Lake Illinois, in the amount of $135,290 for the Stream Bank Restoration Project charging the costs thereof to various account numbers.
