Joint resolution authorizing an agreement with the State of Illinois/Illinois Department of Transportation (IDOT), the Northeast Illinois Regional Commuter Railroad Corporation, and the Commuter Rail Division of the Regional Transportation Authority (Metra) for the railroad crossing improvement on St. Mary's Road, at the Metra railroad crossing north of Illinois Route 176, and designated as Section 15-00102-23-RR.

R E S O L U T I O N
WHEREAS, the free flow of traffic along St. Mary's Road is beneficial for the safety and welfare of the State of Illinois and Lake County; and
WHEREAS, the State of Illinois has received federal funds for the railroad crossing improvement on St. Mary's Road, at the Metra Railroad crossing; and
WHEREAS, the State of Illinois, Metra and Lake County are desirous of entering into an agreement stating the terms and conditions for this improvement, a draft copy is attached hereto; and
WHEREAS, this improvement will include replacing the existing flashing lights and gates with new flashing lights, signals and gates, including constant warning time circuitry; and
WHEREAS, this improvement is anticipated to be completed without a road closure; and
WHEREAS, if a road closure is required, Lake County Division of Transportation staff will assist with the detour.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk, and the County Engineer of Lake County are authorized and they are directed to execute an agreement, and any subsequent amendments, pertaining to the railroad crossing improvement on St. Mary's Road, at the Metra Railroad crossing.
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk.
BE IT FURTHER RESOLVED that a copy of this agreement, when executed in its final form, be submitted to IDOT for their approval and final processing.
