Staff Summary
·      Rollins Road Resurfacing: Contract Award.
·      Rollins Road, from Washington Avenue to Fairfield Road, is in need of resurfacing.
·      This project includes: milling 3 3/4 inches and placing a 3 3/4 inch overlay on Rollins Road, from Washington Avenue to Helendale Avenue; milling 3 inches and placing a 5 inch overlay on Rollins Road, from Wilson Road to Fairfield Road; and constructing hot mix asphalt paved shoulders adjacent to the overlay in areas without curb and gutter sections.
·      Rollins Road, from Helendale Avenue to Wilson Road, was resurfaced in 2014 as part of the drainage improvement and will not be included in this resurfacing project.
·      A total of four bids were received, ranging from $1,800,007.78 to $2,062,062, and the lowest responsible bidder is Peter Baker and Son Company, Lake Bluff, Illinois, in the amount of $1,800,007.78.
·      This resolution authorizes execution of the contract.

R E S O L U T I O N
 
WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for the resurfacing of Rollins Road, from Washington Avenue to Fairfield Road, and designated as Section 14-00080-59-RS; and  
 
WHEREAS, pursuant to said publication calling for said bid, sealed bids were received and opened on April 14, 2015, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids being as follows:

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Peter Baker and Son Company, Lake Bluff, Illinois, its bid being $1,800,007.78 based on estimated quantities and unit prices; and
 
WHEREAS, this Lake County Board, by prior resolution at its meeting of February 10, 2015, appropriated $1,370,000 of Matching Tax funds and $905,000 of Motor Fuel Tax funds for the resurfacing of Rollins Road, from Washington Avenue to Fairfield Road.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Peter Baker and Son Company, Lake Bluff, Illinois, in accordance with its bid of $1,800,007.78, based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for the resurfacing of Rollins Road, from Washington Avenue to Fairfield Road, and designated as Section 14-00080-59-RS.
 
BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.
 
BE IT FURTHER RESOLVED that this appropriation be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the "Agreement of Understanding" between the Illinois Department of Transportation and Lake County, dated January 18, 2013.
