* The Des Plaines River Water Reclamation Facility (WRF) is a regional wastewater treatment plant that provides services for the Southeast Lake Facilities Planning Area.
* The southern bank of Aptakisic Creek has experienced significant erosion along the north property line, east of the treatment facility.
* Lake County Public Works owns two force mains located in the southern bank of the creek and intends to protect its sewer infrastructure by stabilizing the creek to prevent further erosion.
* This project has been permitted by the US Army Corps of Engineers and Lake County Stormwater Management Commission to perform work in and around Aptakisic Creek.
* An invitation to bid was extended to 21 vendors and responses were received from four contractors, ranging from $357,657.50 to $601,782.

R E S O L U T I O N
WHEREAS, the County of Lake (County) owns and operates the Des Plaines Water Reclamation Facility; and
WHEREAS, the Water Reclamation Facility discharges into Aptakisic Creek; and
WHEREAS, the County owns two sanitary sewer force mains located in the south bank of the creek that carry sewage to the water reclamation facility; and
WHEREAS, the County must protect its infrastructure from being exposed due to creek erosion; and
WHEREAS, in accordance with the Lake County Purchasing Ordinance, bids were called for by publication for the Aptakisic Creek Streambank Restoration Project; and
