Staff Summary
·      JP Waukegan/GP Waukegan, LLC (Owners) owns the adjacent parcel of land immediately west of the Lake County Courthouse Expansion site commonly known as 325 Washington Street, Waukegan, Illinois.
·      The County is requesting to temporarily use and occupy a portion of the 325 Washington Street parking lot for the purposes of constructing the Lake County Courthouse Expansion Project in a safe and secure manner.
·      The County is also requesting to alter portions of the 325 Washington Street property in order to appropriately relocate existing transmission lines that cross the Lake County Courthouse Expansion Project site and allow for the safe and efficient installation of earth retention systems require to construct the Lake County Courthouse Expansion Project.
·      The agreement identifies that the County will reimburse the Owners up to $1,000 in legal fees and up to $10,000 in engineering review services relating to this agreement.
·      The agreement identifies that the County will provide compensatory parking, estimated to be 10 parking stalls, on County owned property at the northwest corner of Washington Street and Martin Luther King Jr Avenue commonly known as 404 Washington Street, Waukegan, Illinois.

RESOLUTION
 
WHEREAS, the County is undertaking a court expansion construction project identified as the Lake County Court Expansion Project (Lake County Courthouse Expansion Project); and
 
WHEREAS, the Lake County Courthouse Expansion Project will be constructed on land the County owns in Waukegan on the southwest corner of Washington and County Streets; and
 
WHEREAS, JP Waukegan / GP Waukegan, LLC owns the adjacent parcel of land immediately west of the Lake County Court Expansion site commonly known as 325 Washington Street, Waukegan; and
 
WHEREAS, to meet safety and security standards, the County is requesting to temporarily use and occupy a portion of the SRS Property and to otherwise alter the SRS property as identified in the agreement for the purposes of constructing the Lake County Courthouse Expansion Project; and
 
WHEREAS, it is in the best interest of the County to enter into this agreement relating to the construction of the Lake County Courthouse Expansion Project.
 
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Chairman of the County Board be hereby authorized and directed to execute the agreement between JP Waukegan / GP Waukegan, LLC and Lake County, Illinois in substantially the attached form charging any costs to account # 101-1103920-82020-000-000-000-11309.
