* HUD requires the submission of an Annual Action Plan and associated amendments to govern expenditure of federal housing and community development funding for each year of grant funding.
* The Lake County HOME Investment Partnership (HOME) Consortium is comprised of Lake County and the Cities of Waukegan and North Chicago.
* The Cities of Waukegan and North Chicago have requested changes in scope and timeline of previously approved grants of HOME Funds.
* The Housing & Community Development Commission previously approved a scope change for the use of 2013 Community Development Block Grant (CDBG) funds by Avon Township.

Body
WHEREAS, the U.S. Department of Housing and Urban Development requires the submission of an Annual Action Plan and associated amendments to govern the expenditure of federal funding; and

WHEREAS, the Lake County Citizen Participation plan requires the execution and approval of an Action Plan Amendment for any new project; and

WHEREAS, the Cities of North Chicago and Waukegan have requested scope changes to previously approved grants of 2014 HOME Investment Partnership Funds (HOME); and

WHEREAS, Avon Township has requested an approved change in scope for use of 2013 Community Development Block Grant (CDBG) funds; and

WHEREAS, the Housing & Community Development Commission (HCDC) at its meeting on March 11, 2015 unanimously recommended approval of these 2013 and 2014 Action Plan amendments.

NOW THEREFORE BE IT RESOLVED, by the County Board of Lake County, Illinois, these 2013 and 2014 HUD Action Plan Amendments are hereby approved.

BE IT FURTHER RESOLVED, that the Chairman of the Lake County Board or his designee is hereby authorized to execute the necessary documents to implement these changes and to complete the amendment process.
