Staff Summary
·      Lewis Avenue Resurfacing: Appropriation.
·      Lewis Avenue, from Sunset Avenue to York House Road, and from north of Argonne Drive to 14th Street (a municipal extension of a County highway) is in need of resurfacing.
·      This project will include the removal of a pedestrian bridge at Blanchard Road and the construction of a sidewalk on the west side of Lewis, from Blanchard Road to Ballentine Street.
·      The City of Waukegan will have jurisdiction and future maintenance responsibilities for the municipal sidewalk.
·      This resurfacing improvement has been identified within the County's pavement management system, and is included in the 2015 program.
·      Before a project letting can be held, an appropriation of $1,425,000 of Motor Fuel Tax funds, $1,605,000 of Matching Tax funds and $90,000 of County Bridge Tax funds is necessary.

R E S O L U T I O N
 
WHEREAS, Lewis Avenue, County Highway 27, is a designated route on the County highway system, from Sunset Avenue to York House Road; and
 
WHEREAS, Lewis Avenue, County Highway 27, is a Municipal Extension of a County Highway on the County highway system from north of Argonne Drive to 14th Street; and
 
WHEREAS, it would be beneficial to the safety and welfare of the motoring public if Lewis Avenue, from north of Argonne Drive to 14th Street and Sunset Avenue to York House Road, could be resurfaced; and
 
WHEREAS, this project will include the removal of a pedestrian bridge at Blanchard Road and the construction of a sidewalk on the west side of Lewis Avenue, from Blanchard Road to Ballentine Street; and
 
WHEREAS, plans, specifications and estimates of costs for this improvement have been completed, and this improvement is now ready to proceed to contract letting; and
 
WHEREAS, before a construction letting can be held, an appropriation of funds is needed.
 
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that there is hereby appropriated $1,425,000 of Motor Fuel Tax funds, $1,605,000 of Matching Tax funds and $90,000 of County Bridge Tax funds for the resurfacing of Lewis Avenue, from north of Argonne Drive to 14th Street and Sunset Avenue to York House Road, including the removal of a pedestrian bridge at Blanchard Road and the construction of a sidewalk on the west side of Lewis Avenue, from Blanchard Road to Ballentine Street, and designated as Section 14-00999-05-RS.
 
BE IT FURTHER RESOLVED that this appropriation be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the "Agreement of Understanding" between the Illinois Department of Transportation and Lake County, dated January 18, 2013.
