Staff Summary
·      2015 Signal Coordination Network Model: Consultant Agreement and Appropriation.
·      The consultant will be tasked with studying and reoptimizing traffic signals assigned along Lake County highway traffic signal corridors.
·      It is estimated that the consultant will study four corridors, with approximately 10 to 15 signals per corridor.
·      Lake County has selected Sam Schwartz Engineering, Itasca, Illinois, under the Local Government Professional Services Selection Act, for these engineering services.
·      This resolution authorizes the execution of a professional services agreement with Sam Schwartz Engineering, Itasca, Illinois, for design engineering services, at a  cost of $99,999.95, and appropriates $120,000 of Motor Fuel Tax funds for that purpose.

R E S O L U T I O N
 
WHEREAS, Lake County, by and through its Division of Transportation, plans to develop a model to coordinate all traffic signal timing throughout Lake County; and
 
WHEREAS, it is advisable that a professional engineering services firm be employed for studying and re-optimizing traffic signals assigned along Lake County highway traffic signal corridors; and
 
WHEREAS, Lake County has selected a professional engineering services firm, Sam Schwartz Engineering, Itasca, Illinois, in accordance with the Local Government Professional Services Selection Act, for said traffic signal coordination modeling.   
 
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Sam Schwartz Engineering, Itasca, Illinois, be employed to provide professional services for studying and re-optimizing traffic signals assigned along Lake County highway traffic signal corridors at a cost of $99,999.95, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized, and they are directed to execute on behalf of Lake County, a contract, a draft of which is attached hereto, for the provision of said professional engineering services between Lake County and Sam Schwartz Engineering, Itasca, Illinois.
 
BE IT FURTHER RESOLVED by this Lake County Board, that there is hereby appropriated $120,000 of Motor Fuel Tax funds for these professional engineering services designated as Section 15-00999-11-TL.
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement to be executed by the County Board Chair and the County Clerk.   
 
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
 
BE IT FURTHER RESOLVED that this appropriation be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the "Agreement of Understanding" between the Illinois Department of Transportation and Lake County, dated January 18, 2013.
