·      2015 Traffic Signal Equipment Upgrade: Contract Award.
·      The County maintains 165 traffic signals and various pieces of equipment, a portion of which annually need to be replaced and upgraded.
·      The 2015 work will upgrade existing traffic signal heads to LED and install UPS at four intersections.
·      The installation of LED and UPS has been completed for 151 intersections, six will be completed by planned construction projects and four are owned by municipalities with LCDOT maintenance.
·      A total of three bids were received, ranging from $73,190.10 to $84,867, and the lowest responsible bidder is H & H Electric Co., Franklin Park, Illinois, with a contract amount of $73,190.10.
·      This resolution authorizes execution of the contract.

R E S O L U T I O N
 
WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, to provide for the 2015 Traffic Signal Equipment Upgrade to upgrade existing traffic signal heads to LED and install UPS at four intersections, and designated as Section 15-00000-11-GM; and
 
WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on March 17, 2015, at 10:00 A.M., at the Lake County Division of Transportation in Libertyville, Illinois; and

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is H & H Electric Co., Franklin Park, Illinois, their bid being $73,190.10, based on estimated quantities and unit prices; and
 
WHEREAS, this Lake County Board, by prior resolution at its meeting of February 10, 2015, appropriated $120,000 of Motor Fuel Tax funds to upgrade existing traffic signal heads to LED and install UPS at four intersections.
 
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said H & H Electric Co., Franklin Park, Illinois, in accordance with their bid of $73,190.10 based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder to upgrade existing traffic signal heads to LED and install UPS at four intersections, as described above, and designated as Section 15-00000-11-GM.
 
BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.
 
BE IT FURTHER RESOLVED that this appropriation be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the "Agreement of Understanding" between the Illinois Department of Transportation and Lake County, dated January 18, 2013.
