·      Each year, the County undertakes maintenance of its bituminous pavements, bituminous shoulder, and bituminous bike path pavement to preserve the surface quality.
·      The added alternative bidding process was used for this letting; in addition this was a joint letting with Lake County Public Works.
·      A total of four bids were received, ranging from $593,627.64 to $639,492.19 and the lowest responsible bidder is J.A. Johnson Paving Company, Arlington Heights, Illinois, in the amount of $593,627.64.

R E S O L U T I O N
 
WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for the bituminous maintenance of various County roads and bike paths which includes Hot Mix Asphalt (HMA) patching of County highways and seal coating of a bike path.  The HMA highway patching includes sections of Deep Lake Road from IL Route 173 to the Wisconsin State Line; North Avenue from Deep Lake Road to the Wisconsin State Line; Fairfield Road from Monaville Road to Old McHenry Road; Washington Street from Haryan Way to US Route 45; Big Hollow Road from US Route 12 to the County Line; Cedar Lake Road from Rollins Road to IL Route 132; Grass Lake Road from US Route 45 to Deep Lake Road; Russell Road from I-94 to Kilbourne Road; Kenosha Road from Russell Road to 9th Street; Delany Road from Sunset Avenue to US Route 41; Sunset Avenue from IL Route 131 to Delany Road; York House Road from IL Route 131 to Sheridan Road; 33rd Street from Lewis Avenue to IL Route 131; Stearns School Road from Hunt Club Road to US Route 41; Winchester Road from US Route 45 to IL Route 83; Casey Road from IL Route 137 to US Route 45; Darrell Road from IL Route 176 to Bonner Road; Cuba Road from US Route 12 to IL Route 59; Kelsey Road from IL Route 22 to Miller Road; Gilmer Road from IL Route 120 to Hawley Street; Fremont Center Road at IL Route 60; Bonner Road from Fairfield Road to Darrell Road; Old McHenry Road from US Route 12 to Fairfield Road and Hawley Street from Gilmer Road to Midlothian Road.  The seal coating includes a section of the Chain O' Lakes Bike Path from Grand Avenue to the Metra Station entrance, and designated as Section 15-00000-13-GM; and
 
WHEREAS, in addition to the base bid work described above, the added alternative bidding process was used for bidders to provide costs for including Alternative A, B, C, D and E work, with a total contract award limit of $600,000; and
 
WHEREAS, added Alternative A consists of HMA patching of County Highways which includes sections of Rollins Road, from IL Route 132 to US Route 45; Rollins Road, from US Route 45 to IL Route 83; and Rollins Road, from Grand Avenue to Washington Avenue; and
 
WHEREAS, added Alternative B consists of HMA patching of County Highways which includes sections of Milburn Road, from US Route 45 to Hunt Club Road; and Hutchins Road, from IL Route 132 to Stearns School Road; and
 
WHEREAS, added Alternative C consists of HMA patching of County Highways which includes sections of Almond Road, from IL Route 132 to the south terminus; and Washington Street, from Hunt Club Road to Almond Road; and
 
WHEREAS, added Alternative D consists of HMA patching of County Highways which includes sections of Wilson Road, from IL Route 134 to IL Route 120; and
 
WHEREAS, added Alternative E consists of HMA patching of County Highways which includes sections of 22nd Street, from IL Route 131 to US Route 41; and
 
WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on March 17, at 10:00 AM at the Lake County Division of Transportation in Libertyville, Illinois; and
 
WHEREAS, a tabulation of said bids compared to the total contract award limit of $600,000 resulted in the work to be done consisting of the base bid work and Alternative D, the combined bid tabulations being as follows:

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is J.A. Johnson Paving Company, Arlington Heights, Illinois, their bid being $593,627.64, based on estimated quantities and unit prices; and
 
WHEREAS, this Lake County Board, by prior resolution at its meeting of February 10, 2015, appropriated $545,000 of Matching Tax funds and $120,000 of Motor Fuel Tax funds for the bituminous maintenance of various County roads and bike paths, and designated as Section 15-00000-13-GM.
 
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract is awarded to said J.A. Johnson Paving Company, Arlington Heights, Illinois, in accordance with their bid of $593,627.64, based on estimated quantities and unit prices and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized, and they are hereby directed to enter into a contract with said low bidder for  the bituminous maintenance of various county roads and bike paths and Alternative D work.
 
BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.
 
BE IT FURTHER RESOLVED that this award be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the "Agreement of Understanding" between the Illinois Department of Transportation and Lake County, dated January 18, 2013
