Staff Summary
·      Peterson Road Reconstruction: Contract Award.
·      Peterson Road, from west of Illinois Route 83 to west of Alleghany Road, will be reconstructed and widened.
·      This improvement will include widening Peterson Road from two lanes to four lanes, widening and improving the intersection at Alleghany Road, constructing a bike path on the north side of Peterson Road, and resurfacing Alleghany Road, from north of Peterson Road to Hojem Lane.
·      A total of two bids were received, ranging from $14,960,420 to $15,391,306.09, and the lowest responsible bidder is Lake County Grading Company., LLC and Alliance Contractors, Inc., Joint Venture, Libertyville, Illinois, in the amount of $14,960,420.
·      This resolution authorizes execution of the contract.

R E S O L U T I O N
 
WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for the reconstruction and widening of Peterson Road, from west of Illinois Route 83 to west of Alleghany Road, and designated as Section 10-00098-19-RP; and  
 
WHEREAS, pursuant to said publication calling for said bid, sealed bids were received and opened on March 17, 2015, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids being as follows:

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Lake County Grading Co., LLC and Alliance Contractors, Inc., Joint Venture, Libertyville, Illinois, their bid being $14,960,420 based on estimated quantities and unit prices; and
 
WHEREAS, this Lake County Board, by prior resolution at its meeting of November 11, 2014, appropriated $2,400,000 of County Bridge Tax funds, $4,200,000 of Matching Tax funds and $16,265,000 of ¼% Sales Tax for Transportation funds for the  reconstruction of Peterson Road, from Illinois Route 83 to Alleghany Road.
 
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Lake County Grading Co., LLC and Alliance Contractors, Inc., Joint Venture, Libertyville, Illinois, in accordance with their bid of $14,960,420, based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for the reconstruction of Peterson Road, from Illinois Route 83 to Alleghany Road, and designated as Section 10-00098-19-RP.
 
BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.
