Staff Summary
·      Hawley Street: Village of Mundelein Agreement and Appropriation.
·      Hawley Street, from Midlothian Road to Seymour Avenue, reconstruction will include three lane reconstruction, new signalized intersections, water main, sanitary and sidewalk replacement, a new off-roadway bike path, and drainage improvements.
·      Hawley Street, from Midlothian Road to U.S. Route 45, is municipal extension of a County highway.
·      An agreement with the Village of Mundelein is required for their share of this improvement, estimated to be $2,244,809.71, for the jurisdictional transfer of Hawley Street, from Midlothian Road to Seymour Avenue, and to create municipal extension of a County highway, from Seymour Avenue to Illinois Route 176.
·      The Village of Mundelein will have jurisdiction and future maintenance responsibilities for all municipal facilities constructed as part of this improvement.

R E S O L U T I O N
 
WHEREAS, Hawley Street, County Highway 70, is a designated route on the County highway system; and
 
WHEREAS, it would be beneficial for the safety and welfare of the motoring public if Hawley Street, from Midlothian Road to Seymour Avenue, could be improved by three lane reconstruction, new signalized intersections, water main, sanitary and sidewalk replacement, a new off-roadway bike path, and drainage improvements; and
 
WHEREAS, the Village of Mundelein will reimburse the County for a share of the construction of the sidewalk, street lighting, water main, sanitary sewer, and roadway work, estimated to be $2,244,809.71; and
 
WHEREAS, a jurisdictional transfer of Hawley Street, from Midlothian Road to Seymour Avenue, and the creation of a municipal extension of a County highway, from Seymour Avenue east to Illinois Route 176, will occur upon completion of the improvement and approval by IDOT; and
 
WHEREAS, Lake County and the Village of Mundelein are desirous of entering into an agreement stating the terms and conditions for the improvement, from Midlothian Road to Seymour Avenue, the jurisdictional transfer and the creation of a municipal extension of a County highway on Hawley Street; and
 
WHEREAS, an appropriation of funds is necessary.
 
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk, and the County Engineer of Lake County, Illinois, are authorized, and are hereby directed to enter into an agreement between Lake County and the Village of Mundelein stating the terms and conditions for the improvement of Hawley Street, from Midlothian Road to Seymour Avenue, the jurisdictional transfer and the creation of a municipal extension of a County highway, and designated as Section 07-00273-01-WR, and such authorization shall include any subsequent amendments.
 
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement to be executed by the County Board Chair and the County Clerk.
 
BE IT FURTHER RESOLVED, that there is hereby appropriated $11,710,000 of ¼% Sales Tax for Transportation funds for this improvement.
