Animal Care and Control Administrative Procedures and Policies Proposed Revisions - Pfister

The proposed revisions to the Animal Care and Control Administrative Procedures and Policies are primarily a result of the County-wide codification initiative and the implementation of Administrative Adjudication, but there are also some minor clarifications and changes to procedure. The bulk of the revisions are ordinance section reference changes throughout the document, as the codification process resulted in numbering changes to all County ordinance sections. Minor language changes were also made to be consistent with the use of the Administrative Adjudication process for citing ordinance violations.
One proposed policy change is the removal of the rabies specimen exception for a euthanized animal that is current on rabies vaccination as the State law does not permit that exemption to be made. Another minor policy change, for consistency and greater ease of use, is for animals that are not recommended for rabies vaccination due to a medical issue, we propose a fill-in-the-blank form for veterinarians rather than a statement on their letterhead. For clarity, we are also adding language to indicate that only feral cats registered to a trap, neuter, return (TNR) program will be returned to that TNR colony keeper; all others will be handled in accordance with State and County requirements. There were also some other minor language changes made solely to clarify existing policy.
