Joint resolution authorizing an emergency appropriation in the amount of $271,728 in the fiscal year (FY) 2015 budget as a result of grant increases delivered by Primary Care and Behavioral Health Service Areas.
Staff Summary
· The Illinois Department of Public Health has provided the Illinois Breast and Cervical Cancer Program with $10,000 in additional funding to be used to add a part-time position for the period July 1, 2014 through June 30, 2015.
· The Susan G. Komen Foundation awarded the Illinois Breast and Cervical Cancer Program $25,040 to fund screening mammograms for uninsured Lake County women for the period January 1, 2015 through December 31, 2015.
· The Health Care Foundation of Northern Lake County awarded $97,000 to fund operations at the Round Lake Area Student Health and Wellness Center for the period November 25, 2014 through November 24, 2015.
· The Illinois Department of Human Services Division of Alcohol and Substance Abuse awarded an additional $3,500 for the Global DCFS grant, $1,184 for the Global Child grant, $29,082 for the Global grant, and $29,063 for the Opioid Maintenance Therapy grant which will be used to offset existing costs for the period July 1, 2014 through June 30, 2015.

RESOLUTION
WHEREAS, the Lake County Health Department and Community Health Center has been awarded grant increases delivered by our Primary Care and Behavioral Health Service Areas; and
WHEREAS, these dollars will provide a legitimate increase in services to Lake County with no impact on local taxes; and
WHEREAS, this grant amount totaling $271,728 has not been previously appropriated, having been awarded after adoption of the Fiscal Year 2015 budget; and
WHEREAS, the proposed appropriation will be fully offset by the above referenced items thereby not requiring the expenditure of local tax revenue.
NOW, THEREFORE, be it resolved, by this County Board of Lake County, Illinois that an emergency appropriation in the amount of $271,728 is hereby authorized in the Health Department budget as identified on the listing of expense and revenue budget modifications attached hereto and made part hereof; and
BE IT FURTHER RESOLVED, that the revenue budgets as identified on the attached listing be modified as provided by increased funding from the following:
· Illinois Department of Public Health - Illinois Breast and Cervical Cancer Program, $10,000;
· Susan G. Komen - Illinois Breast and Cervical Cancer Program, $25,040;
· Health Care Foundation of Northern Lake County - School Based Health Center Round Lake, $173,859;
· Illinois Department of Human Services - Division of Alcohol and Substance Abuse - Global DCFS, $3,500;
· Illinois Department of Human Services - Division of Alcohol and Substance Abuse - Global Child, $1,184;
· Illinois Department of Human Services - Division of Alcohol and Substance Abuse - Global, $29,082;
· Illinois Department of Human Services - Division of Alcohol and Substance Abuse - Opioid Maintenance Therapy, $29,063.
