Staff Summary
·      On January 13, 2015, the County Board approved the emergency appropriation for the Behavioral Health Treatment Court Collaboratives.
·      The grant's goals are to increase stakeholder participation in the 19th Judicial Circuit Court to address the behavioral health needs of adults involved with the criminal justice system, enhance the trauma-informed care of adults in Specialty Courts, improve the communication among BHTCC members in terms of resources, case management and referrals; and document outcomes.
·      The Nineteenth Judicial Circuit Court selected Nicasa Behavioral Health Services to partner in the grant to provide employees to serve as project coordinator, dual diagnosis counselor, employment specialist, and recovery peer to provide the necessary services.
·      Pursuant to Article 6, section 102, the Purchasing Agent convened an ad hoc review group that approved bid exemption on the basis of an existing long standing successful relationship for professional services, and the knowledge gained through this relationship adds value integral to the services provided.

RESOLUTION
 
WHEREAS, there is a need to procure services for the Behavioral Health Treatment Court Collaboratives (BHTCC) grant; and
 
WHEREAS, the Nineteenth Judicial Circuit Court selected Nicasa Behavioral Health Services to partner in the grant to provide employees to serve as project coordinator, dual diagnosis counselor, employment specialist and recovery peer to provide the necessary services; and
 
WHEREAS, in accordance with Article 6, Section 102 of the Lake County Purchasing Ordinance, the Purchasing Agent consulted with an ad hoc review group and determined that this purchase is exempt from bidding on the basis of a long standing successful relationship.
 
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent be authorized to enter into the contract with the Nicasa Behavioral Health Services to provide services related to the BHTCC grant in the amount of $195,000 charged to account 101-3290060-72870-000-000-000-00000.
